They keep getting kicked out of their tent cities and anywhere else they stay. They get harassed and sometimes arrested.I know some put themselves there but many do not or have mental issues. They do not have enough shelters. Here in Victorville CA they only have one small shelter for people in Hesperia, Victorville, Apple Valley, Phelan, Lucerne Valley, and a couple other cities. There is about 300,000 people living in the cities combined and i think the shelter holds maybe 30 people. So not much help from the government. I know many churches help.
